yep, most of the time the top two go up, though it does depend on which teams drop out or come into the league.

fully agree that it was never going to be on, but the procedure is that we have to turn up unless the HOME team have contacted us to say the game is off, otherwise they get the points.
Its a bit of a pisstake when we have to ring them to find out, normally common courtesy means you ring the opposition before you ring round your own team!
